Irving, City Clerk <br /></strong></p>Winter Parking ProhibitionEffective 12:01 a.m., November 1, 2009 until midnight, March 31, 2010, citizens are reminded that no person shall park a vehicle on any street between the hours of midnight and 6 a.m. <br /><br />Further, this by-law, under Part 11 – Parking Regulations, Section 8 – Interference with Traffic and Snow Clearing, further states: <br /><br /><em>"Notwithstanding any other provisions of this By-Law, no person shall park or stand a vehicle on a street in such a manner as to interfere with the movement of traffic or the clearing of snow from the street". </em><br /><br />Boxing Day - Notice of Public MeetingNovember 23, 2009 – 4:30 P.M. – Council Chambers, Level 3, Civic Centre <br /><br />CONCERNING CITY COUNCIL’S INTENTION TO CONSIDER THE MATTER <br />OF PUTTING A QUESTION ON THE NOVEMBER 8, 2010 (OR SUCH OTHER DATE AS DETERMINED BY THE MUNICIPAL ELECTIONS ACT)<br /> <br />MUNICIPAL ELECTION BALLOT CONCERNING WHETHER RETAIL BUSINESS ESTABLISHMENTS WILL BE OPEN OR CLOSED ON DECEMBER 26TH (BOXING DAY) <br /><br />At the November 23, 2009 Council Meeting, City Council will consider a by-law which has the effect of putting a question on the ballot in the upcoming municipal election. The question is concerning retail business establishments being open or closed on December 26th (Boxing Day) each year. <br /><br />The proposed question is: <br /><br />“Are you in favour of retail business establishments (stores) being allowed to stay open on December 26th (Boxing Day)?” <br /><br />In the event that the majority of ratepayers answer “yes” to the above question, the effect would be that all retail business establishments could stay open on December 26th each year. In the event that the majority of ratepayers answer “no” to the above question, the effect would be that certain retail business establishments would be required to be closed on December 26th each year. There are no estimates of costs the City may incur in implementing the results of the question. <br /><br />A notice of appeal may be filed within 20 days of the notice of the passage of the by-law on the grounds that the question does not comply with requirements of being clear, concise and neutral or was not capable of being answered ‘yes’ or ‘no’. The appeal is to the Chief Electoral Officer for the Province. <br /><br />Any person wishing to make representations concerning the proposed question may do so at the Council meeting.
